A core service of the City of Athens is to provide reliable, high-quality water and sewer service to its residential and commercial properties.
This service begins with the conversion of raw Lake Athens water into clean, drinkable water at the AMWA-owned Water Treatment Plant. The City then ensures that drinking water is distributed to all parts of the City through continual maintenance of our City-wide distribution pipes and water towers. Finally, wastewater is collected and biologically treated at one of two Wastewater Treatment Plants before reentering the environment. Your City Water Staff are highly trained, highly experienced, and licensed by the State of Texas to perform this essential municipal function.

Notice of Disclosure of Water Customer Information
In compliance with HB 872 passed by the 87th Texas Legislature, personal information and information regarding customer usage, services, billing (including amounts billed or collected for utility usage) will now be automatically maintained as confidential by the Utility Billing Department, unless requested by the customer or otherwise required by law. Customers are no longer required to request the Utility Billing Department maintain this information as confidential.
Customers may request confidential information be released by completing the Customer Information Disclosure Form or by submitting a written request to the Utility Billing Department. Requests may be emailed to firstname.lastname@example.org or remitted in person at the Utility Billing counter located at City Hall.
New utility customers are required to complete an application in person and provide the following:
To transfer service to a new address, you must come to the Utility Billing counter at City Hall and pay the required thirty-dollar ($30.00) transfer fee, provide picture identification, and proof of residence.
To request that your water be disconnected/terminated, you may call the Utility Billing Department at (903) 675-5131 or come to the Utility Billing counter at City Hall during normal business hours.
Online payments are available at www.municipalonlinepayments.com/athenstx. Payments may also be made in person or by mail. For your convenience, the City has a drive-thru and drop-box located at the rear of City Hall, and accepts Visa and MasterCard when payments and/or deposits are made in person. As of April 27, 2020, credit or debit card payments can be made over the phone by calling 855-612-9049. The City is not responsible for cash that is deposited into the drop-box.
If your service has been disconnected due to non-payment, you must come to the Utility Billing Department during normal business hours and pay a fifty dollar ($50.00) reconnection fee in addition to the amount of the past due bill to restore service. If service is restored after normal business hours, the reconnection fee will be one-hundred dollars ($100.00). If your account has been closed out for non-payment, you will also be required to pay a new deposit and service fee to re-establish service.
